The Downtown Parking Garage Rehabilitation Project was completed in the spring of 2023. Project history is listed below.

 

The City of Auburn Downtown Parking garage Renovation was made possible with funding allocated by the Auburn City Council utilizing two grant sources:

  1. the Central New York State Upstate Revitalization Initiative Grant program; and
  2. the Federal American Rescue Plan Act.

Spring 2023

The final phase of the Downtown Parking Garage Renovation will be completed from April through May of 2023.  The work will consist of the replacement and repair of windows in the stair towers throughout the facility,as well as, replacement of some lighting fixtures.

Public Notice:  The Downtown Parking Garage has reopened as of Friday, August 5, 2022

The Garage Rehabilitation Project is nearing completion, however, to complete the project the following work will continue for the month of August:

  • The garage elevator will be out of service through next week. Additional accessible parking spaces have been added in the lower lot area during this time.
  • Rehabilitation work continues in two garage areas: first level in and last level out. Please drive with caution entering and exiting the garage through these two remaining work zones.
  • Many have asked when the City will begin charging for parking at the garage. This will happen once construction has completed, sometime late summer or early fall and the City will provide at least a 2 week notice prior to implementing a parking fee schedule. We do know that the two hour free parking in the inside/upper levels of the garage will remain even when the garage parking fees are implemented.

The City of Auburn would like to thank the owners of Community Computer Service, Inc. who graciously provided temporary use of their Hulbert Street parking lots for our garage patrons while the downtown parking garage was closed.

The City would also like to thank all garage patrons and local businesses and residents for your patience and cooperation throughout the rehabilitation project and the two week shut down. The good news is that this rehabilitation has provided us with a garage that will be useful for many years to come.

The Downtown Parking Garage Rehabilitation Project is nearing completion, however, to complete the project the Parking Garage will be closed on the inside and upper levels from

Sunday, July 24th through Sunday, August 7th.

This planned closure is required to complete the garage renovation.

During this two week closure the City of Auburn has arranged for temporary use of parking lots on Hulbert Street. All parking garage patrons are encouraged to use these Hulbert Street parking lots which will offer free parking and are just a 6 minute walk from the center of downtown.

Please note, during the garage closure our downtown short-term, on-street parking options will be monitored as they usually are and tickets to violators will be issued. We encourage all of our long term parking garage patrons to utilize the alternative all day parking lots on Hulbert Street. The City of Auburn will not be issuing any refunds for any tickets you may receive due to being displaced by this garage closure.Alternative temporary parking on Hulbert Street

Also, to support our small businesses in the downtown area the on street parking in Downtown Auburn offers free two hours for customers of downtown merchants. Individuals that are residents or employees downtown need to use long term parking options in city parking lots or in these temporary Hulbert Street parking lots while the parking garage is closed. The temporary Hulbert Street parking lots are free to use. Regular fees will apply to all other City parking lots.

Thank you for your patience and assistance during this construction activity. Once the parking garage reopens following this closure the garage renovation project will be very close to being completed.

Here is the night hour schedule at the garage for the next three weeks, starting Monday 5/9.

Monday 5/9 thru Thursday 5/12  17:00 - 03:00 AM - removals only over the in and out ramps and thru lane to back alley.

Monday 5/16 thru Thursday 5/19  17:00-03:00 AM - removal and replacement  L1/2 up Monday 5/23 thru Thursday 5/26 17:00-03:00 AM - removal and replacement  L1/2 up

No traffic will be allowed in during those hours but vehicles in the garage can leave.

The blacktop area will also remain closed due to a crew working days over that area, but will be opened for the weekend Friday night thru Monday morning at 06:00 AM.

There will be a new driving pattern in the garage starting Wednesday 4/20/22, See below. The Red area is thru traffic only. 

Parking will be available on the Rooftop Level All, Level 2/3 up, 3/2  down and also at Level 1/2 up (New Location).

Crane Hogan will be closing the off parking to the Ground level out, there will also be a lane shift around Elevator/SW#2 and SW #4.

Blacktop Parking Area will remain closed during the week as well, but reopened for the weekend.

Crane Hogan is planning a large pour tomorrow (4/7) beginning at 08:30, on Level 1/2 Up, Level 2/1 Down, Level 1/G down and on the Roof Top. Trucks will be scheduled 1.5 hrs. apart. The pass thru area from Lincoln Street to the back alley will be closed off most of the day.

General clean up is going on at the fenced in area between the Lorraine Building and Garage.

The concrete pour today was canceled, next Thursday 4/7 is the next scheduled pour and will include the qty. of today's as well.

The blacktop area has been closed off again for the week.

Just an FYI the garage will be closed off at night starting at 17:00 today thru Thursday for repairs. No entry but vehicles in there will be able to get out.

The lower blacktop area has been blocked off again to resume work, Crane Hogan will open it back up by Friday night (3/25/22).

There will be a concrete pour at the garage Friday 3/25 at 09:00

Reminder there will be night work beginning next Monday 3/28 the garage will be closed from 17:00 until 03:00 Monday thru Thursday night. Anyone in the garage will be able to get out after 17:00.

The week of Monday, March 28th through Thursday, March 31st beginning at 5 pm each of these four days the garage will close to incoming traffic until 5 am the next morning. While there will be no cars able to enter the building during those nighttime hours, cars that are inside will be able to exit. During these nighttime 5 pm - 5 am hours the contractor will be working overnight shifts for these four days. The garage will reopen each of these days during daytime hours from 5 am - 5 pm.

Starting Friday 3/11/22 Crane Hogan will begin closing off the lower parking lot parking area near the Exchange Street Plaza. This area will remain closed roughly 8 to 10 weeks during the repairs being done overhead. Staging will be erected from the elevator along to side walk to the back alley to protect access to and from the elevator. The glass enclosure will be protected as well from falling debris.  The City will work with the contractor to attempt to minimize the parking closure to the best of our ability, however, this work will require closure of the lot for extended periods of time.

Crane Hogan is moving their barrels and cones to allow roof parking by 9:00 am, Tuesday, March 8th.

Crane Hogan’s General Contract is over 60% completed to-date, and Knapp Electrical Inc. ‘s electrical contract is approximately 90% completed to-date for the Lincoln Street Parking Garage Rehabilitation Project.  Crane-Hogan has a Time Extension until June 10, 2022 to complete their contract. Knapp Electric Inc. has a time extension until March 30, 2022 to complete their electrical contract.

Paul Tennity of Popli Engineers has provided the following schedule:

• Work Area #2 – South half of Garage:

  • Level 3-2 Down Ramp (West 3rd level).
  • Level 1-2 Up Ramp.
  • Level 1-G Down Ramp.

• Schedule:

    2-14-2022  through 2-25-2022

  • Work Area #2A – Interior half of Deck.
  • Complete Post Tensioning (level #3).
  • Complete Concrete replacement (level #3).
  • Move Work enclosures/open to traffic.

     2-28-2022 through 4-29-2022

  • Work Area #2B – Exterior half of Deck (Lincoln St).
  • Full Sequence of Repairs.
  • Post Tension repairs and Concrete removals through replacement.

Special Notes:

   ❖  Work is weather/temperature dependent & schedule is subject to change based on these impacts.

   ❖  Drive Lanes for through traffic will be maintained on all Ramps.

   ❖  Stair Tower doors that enter directly into work areas will be closed to Pedestrian access.

Crane Hogan is planning on pouring concrete tomorrow morning (2/11) between 9:00 - 10:00 AM at the parking garage. Crane Hogan will unload the truck on Lincoln Street or at the black top drive thru level under the garage. Traffic will be able to pass thru the garage and park at all available locations. Concrete will be transportated to the repair areas by concrete buggy.

No work will be going on at the Parking garage the week of January 24 - January 28,2022 due to the cold temperatures.

With the cold temperatures forecasted Crane Hogan will be shutting down operations next week Monday 1/17 thru  Friday 1/21 operations will tentatively  resume on Monday 1/24. There was a concrete pour scheduled for Tuesday 1/18 that has been pushed back. It would be hard to maintain the proper temperature for curing process.

Monday January 10, 2022

Crane Hogan is moving the tarps to allow traffic to crossover at the 3 up to 3 down area and avoid accessing the roof to exit the garage. They are starting to do this now and work should be done by COB today.

For now the stairwell lights will dim to 50% if no motion is detected. Knapp Electric is working on the sensors and they react quickly. Stairwell #2 should be complete today. 

Friday December 17, 2021

Starting Monday December 20, column work will be going on at the garage, the parking area between the garage and Lorraine Building will need to be closed to protect vehicles and pedestrians from any debris falling below. This will be during working hours and possibly weather dependent. Also work is going on the roof top at the middle columns the area on the roof along Stairwell#2/ Elevator area is closed off due to a fall hazard. With the weather possibly turning this weekend could it be plowed or snow removed. Crews will be working up.

Tom Gabak and his crew plan to be at the garage tomorrow at 9:00 am to do the water line. Parking between the Lorraine Building and Garage will be coned off.

Monday November 29, 2021

Crane Hogan is starting to move over to Level 2 up to start with repairs. Level 3 up will be open for parking and the use of the elevator, Level 3 up at the crossover will remain closed at this time so all traffic will have to exit by the roof area. Level 2 up and level 1/G down will be closed off to parking, also Stairwell #4 will be closed off to level 1 and level 2. All barrels have been removed from the roof and waterproofing is complete.  The south side of the roof top going down has not been striped and looks like it might not get done until next spring. The roof top can be utilized for parking and all stairwells from the roof top are open. The roof top is quite snow covered at this time. Crane Hogan pointed out they will not be responsible for damage to the waterproofing due to snow removal.

The lock coat was applied to the roof top Sunday. They are in Stairwell 4 working still. Crane Hogan was able to complete the Roof Coating. Along with completion of the Roof Coating, they were able to complete the Roof Curbs adjacent to the Stair towers per PR-001. Traffic striping is set up for this Thursday. If Tuesday it does not snow, they will get the striping in. If not, it will most likely not happen this season and will have to open it to parking. Also, the final stair tower repairs and coating in Stairwell #4 will be completed tomorrow and they will be opened up.

Fingerlakes Waterproofing will be working in Stairwell#4 and hopefully the roof top Saturday and Sunday.

Stairwell #4 will be heated overnight and closed to the public.  Crane Hogan has heat going in Level 2 behind the tarps as well over the weekend.

Fingerlakes Waterproofing is going to try and get the roof finished this weekend. FLW is in Stariwell#4 and it’s closed to the public, they will try to have it open by the parade. Stairwell #1, Stairwell #3 are open, people can access Stairwell #2/Elevator from the roof top to ground floor. But access is available on any level if needed.

 Crane Hogan will be switching sides to start repairs the week after Thanksgiving.

Knapp may be in finishing the Stairwell lighting and exit signs.

Starting tomorrow 11/18 stairwell #4 will be closed to the public at all levels for repairs. Stairwell #3 (Exchange) and Stairwell #1 (Williams) will be the main stairwells. Stairwell #2/Elevator is open from the roof to ground floor, the stairs can be accessed from level 3 and Level 2 if needed as well.

Fingerlakes Waterproofing: Working in Stairwell #4 doing step repairs there's a chance repairs will be complete before Saturday 11/27 but for now Rooftop to Level 3 is closed to the public. They are working it in staged as to not disrupt things to much. Stairwell #1, #2,and #3 are open, elevator from rooftop to ground floor operational as well. They are hoping to complete the waterproofing on the roof this Wednesday 11/17. As of now 3/4 of the roof is open for parking and travel.  If they finish the roof that area will not be stripped  

 Crane Hogan: is working on level 3 up at the crossover to 3 down with concrete repairs. There is a pour scheduled for this Thursday 11/18.

Fingerlake’s Waterproofing has finished repairs in Stairwell #1 and it has been reopened to the public, Stairwell #2 remains closed for repairs.

Knapp Electric started installing the temporary lighting on roof at Stairwell #2 and Stairwell #3.

Fingerlakes Waterproofing will be working in stairway towers #1 and #2 no access to the public during repair work. Top Coat on roof top is schedule to resume 10/19 if materials arrive.

Crane Hogan: Install end anchors and pour in repair areas. Begin switch over to another location on Level 3.

Thursday October 7, 2021

There is a concrete pour scheduled for next Tuesday, October 25 on Level 3 of the garage. Possible tendon repairs also on Level 3. Fingerlakes Waterproofing is installing expansion joints around the stairwells. Roof top lock coat materials is due in next week so Fingerlakes Waterproofing will apply that when it arrives, weather permitting. Knapp Electric is working on Exit lighting in the stairwells.

Thursday September 23, 2021

Crane Hogan will be switching the traffic pattern on the 3rd and 2nd levels to allow for more concrete deck repairs beginning thursday morning.

Fingerlakes Waterproofing will be working on the garage roof top, until 10/1 to apply the roof top waterproofing. The roof has been bead blasted and cleaned, starting Monday 9/27 they will begin applying the 3 part roof coating. Once the application is complete and cured the roof top will reopen.

Monday August 23, 2021 - Friday September 3, 2021

Crane Hogan plans to begin sounding the concrete in the closed off area on the 3rd level, make the all the required saw cuts and begin to remove the bad concrete and place new concrete. 

Crane Hogan is planning on pouring the shallow repairs on Tuesday 8/31 on the 3rd and roof top levels. They are also making some small shallow depth repair on the roof (Level #4) in front of stairwell #3 and Elevator/ SW#2 and on level #3 @ Stairwell #4. These will be one at a time, removal and patched using Master EMACO T1060. There will be no delay if the elevator/SW#2 is needed from Level #4 Crane Hogan will assist anyone needing the elevator or stairs in that location. The stairwells will be closed off during the repairs. These repairs will be done quickly, but correctly with minimal delays.

Nothing will be interfering with the September Rocking the Roof event.

WEDNESDAY AUGUST 18, 2021

Crane Hogan is in the process of hanging tarps to begin repairs. The new driving pattern is being put into place today and tomorrow. Elevator access will be limited to the 3rd floor (roof top) and 1st floor only during this work. Stairwells next to the elevator on the 2nd and 3rd floor will be closed and signs will be in place notifying people. Crane Hogan is in the process of getting signs to save parking on the roof next to the elevators for handicap parking.

Tarp

Construction activities will be commencing on the 3rd floor Monday, August 16, 2021 for deck repairs. The area on the 2nd floor under the work area will also be closed off. There will be enough room for thru traffic, but no parking across from the work area. The area will be coned and barreled off and signage will be up to notify traffic of work ahead. 

The roof will be accessible for the concert by thru traffic, elevator and stairwells. The work area will be taped/fenced off to alert people of any hazards. The barrels blocking access to the roof will be moved out of the way for events.

Roof Exit Closed Off

Background:

On April 8, 2021 the Auburn City Council authorized Change Order #2 in the amount of $150,000 to Popli Design Group for design and construction inspection services for capital improvements to the downtown parking garage which serves as visitor parking for the NYS Equal Rights Heritage Center. 

On June 17, 2021, the Auburn City Council authorized Grant Acceptance Resolution #73 of 2021 for the acceptance of grant funding in the amount of $21,395,055 from the federal government for the American Rescue Plan Act (ARPA).

The funding for the Lincoln St. Parking Garage Rehabilitation Project includes the remaining $1,250,000 from the $10 million Upstate Revitalization Initiative fund for the construction of the NYS Equal Rights Heritage Center and also $982,540 from the ARPA funds.

The Lincoln Street Parking Garage Rehabilitation Project involves various structural, architectural, plumbing, and electrical improvements to the downtown parking garage located at 1 Lincoln Street.

The Auburn City Council awarded the Lincoln Street Parking Garage Rehabilitation Project to the lowest responsible bidders: Crane-Hogan Structural Systems Inc. for the General Contract in the amount of $2,155,040.00 (Base Bid $1,564,220.00 +all alternates $590,820.00); Knapp Electric Inc. for Electrical Contract in the amount of $77,500.00 (Base Bid $68,500.00 + alternate #2 $9,000.00), and delayed the award of the Plumbing Contract to allow further review.

The Notice to Proceed to general Contractor Crane-Hogan was given on July 28, 2021. The majority of the work will be done by December 31, 2021, with the deck coating being completed in the Spring of 2022.
